Third Party Advertisers


Legislation came into effect September 15, 2011 establishing rules for third parties involved in political advertising during general elections.  Third parties are persons, corporations or groups that have incurred or plan to incur expenses of at least $1,000 for election advertising, or have accepted or plan to accept at least $1,000 in election advertising contributions. Third parties meeting this criteria must register with Elections Alberta, follow advertising guidelines established by Elections Alberta, and comply with the Election Finances and Contributions Disclosure Act.

Registered third parties are required to file election advertising reports for general election periods, beginning with the issuance of the Writs of Election and ending on polling day.  Election advertising reports include a financial statement reporting all revenue, expenses, assets and liabilities, with a filing deadline six months after polling day.  Third parties may also opt to file annual advertising reports to account for revenue and expenses outside the election period.  Annual advertising reports must be filed in subsequent years if a surplus exists.  Audited reports are required if election advertising expenses are $100,000 or more in any reporting period.

Authority for the reporting of third party registration and financial statement information is provided by the Election Finances and Contributions Disclosure Act and is available in the Public Files at Elections Alberta.

Definitions:

Original - A scanned version of the financial statement in the prescribed format, and a list of contributor names and amounts for contributions over $250 in aggregate where applicable, as submitted to Elections Alberta.  (Prior to January 1, 2013 the contribution disclosure threshold was over $375.)

Original Not Available - The financial statement a) has not been received by Elections Alberta, b) has been received but not accepted as filed, or c) has been received and accepted, and is in the process of being scanned and published to this website.

Final - A final approved version of the financial statement and list of contributor names and amounts for contributions over $250 in aggregate where applicable, after it has undergone review and any necessary amendments by Elections Alberta. (Prior to January 1, 2013 the contribution disclosure threshold was over $375.)

Final Not Available - The financial statement a) has not been received by Elections Alberta, b) has been received but not accepted as filed, or c) has been received and accepted, and is under review.
